President Xi Jinping, also the General Secretary of the Communist Party of China (CPC) Central Committee, visited the headquarters of three major national news organizations in Beijing on Friday morning and extended greetings for the upcoming Lantern Festival to people across China. At around 8:40, Xi arrived at the headquarters of the People's Daily newspaper and sent holiday greetings through its social media platforms and the paper's own news app. "Hello, everyone. With the Lantern Festival around the corner, I wish you all happy, healthy and successful new year," said President Xi in a short audio message recorded at the newspaper. Xi pressed the keyboard and sent the greetings on the three platforms, generating warm response. As of 11:20, the greetings have been forwarded nearly 10,000 times and liked by more than 17,000 people on the Weibo account of People's Daily, about two hours after it was published at 9:36. Many netizens thanked Xi and extended an early Lantern Festival greeting to him. One netizen named "What she does not know" said, "Hi, uncle Xi, I wish you a happy Lantern Festival in advance." Xi also visited the headquarters of the Xinhua News Agency and China Central Television (CCTV) later in the day. At the state news agency Xinhua, Xi used a remote news reporting command system to talk with an agency correspondent currently reporting from a village in Lankao County, Henan Province. During the conversation, he said that the work style of grassroots cadres is integral to the Party's rule and is directly linked to the people's interests. He noted that journalists should undertake more in-depth investigative reporting on this work style. While at Xinhua, Xi was also briefed on the news agency's reporting procedures. After listening to journalists' experience of reporting during the Spring Festival holiday, he encouraged them to be more down to earth in their approach and to report on topics that would be well received by the public. After leaving the Xinhua News Agency, Xi headed for China Central Television (CCTV). At the CCTV headquarters, Xi held a video conference with Washington D.C.- based CCTV America, asking staff there about their daily life. Xi was also briefed on the CCTV business and its media integration, learned about CCTV's transmission capacity, and the production process of the widely-watched Xinwen Lianbo program. On the Friday afternoon, Xi presided over a working meeting on mass media, urging media organizations to increase their influence and credibility. National media are an important part of the work of the Communist Party of China and concerns about the governance of the state and the stability of the country, Xi said. The Party has poured billions of dollars into expanding Xinhua's reach, with one senior official urging Xinhua to become a "world-class" media. But experts say it would be hard for Xinhua to reach that goal while it remains the so-called "throat and tongue" of the communist party. The Chinese regime's top propaganda official, Li Changchun, praised Xinhua News Agency on its 80th anniversary at a ceremony in Beijing on Monday. Li called on the state-run media to continue serving the Chinese Communist Party and shape public opinion. Li also urged Xinhua to become a "world-class" media, and increase its global influence. The Chinese Communist Party established Xinhua on November 7, 1931 as its mouthpiece. Freelance reporter Zan Aizhong says the news agency will continue to play that role, given Li Changchun's remarks on Monday. [Zan Aizong, Freelance Reporter]: "All of Xinhua's reporting is guided by Party seniors. It reports on matters the Party allows it to report. There's always a yardstick that Xinhua cannot report outside of. It has to follow orders, and is an 'obedient' media. Li Changchun is asking Xinhua to remain obedient, and even more so in the future." In an effort to exert its soft power, the Chinese regime has invested billions of dollars to expand its media. Xinhua is now a prominent feature in New York's Times Square. It also stated a 24-hour news station in July last year. But many commentators like media expert Professor Jiao Guobiao doubt Xinhua's prospects. [Professor Jiao Guobiao, Media Expert]: "As a media outlet, if it cannot operate with the values inherent of a media, it will not be successful, or any success it has will not be for long. If there is no pursuit for true and unbiased reporting, and the press is not guided by freedom and universal values, its goals of success will never be achieved." Xinhua currently has 162 overseas branches, and looks to increase to 200 by 2020. The Chinese regime's push for state-media expansion has not translated to greater press freedom in the country though. Advocacy Group Reporters Without Borders ranks the regime near the bottom of its 2010 Press Freedom Index.

Xinhua has been aggressively expanding to the rest of the world, but those efforts hit a wall in Taiwan, where long-standing tensions with the communist regime continue over sovereignty disputes. Taiwan has rejected Xinhua News Agency—the mouthpiece of the Chinese Communist Party—from setting up an office on the island, Radio Free Asia reported. Xinhua applied for an office in Taipei's 101 tower three months ago. The island's Mainland Affairs Council, or MAC, turned it down, saying it's against the regulations. Currently, only individual reporters from the Mainland are allowed to be stationed in Taiwan. Relations between Taiwan and the Chinese regime have eased somewhat in recent years, but tensions over sovereignty still remain. Taiwan regards itself as an autonomous and independent state, whereas the Chinese regime considers it to be a breakaway province after the 1949 civil war. Former head of Taiwan's MAC, Joseph Wu, told Radio Free Asia the island needs be wary of Xinhua because it is controlled by the Chinese Communist Party. [Joseph Wu, Former Minister of Mainland Affairs Council]: "Xinhua is a state news agency. It stands together with China's communist government. Thus, its role around the world involves more than just releasing news. It not only gathers news and information, but is tasked with gathering intelligence. This is known in the U.S. and other countries. I believe most people know this in Taiwan as well." As part of its "soft power" push, the Chinese regime is aggressively trying to expand its state-controlled media worldwide. This includes Xinhua's recent controversial purchase of a giant LED sign in New York's Times Square.

The advertisement went up this Monday, attracting protests from Tibetan activists and concerns from passersby. Times Square New York—a popular tourist destination and one of the most desirable locations in the world for advertising. The most expensive advertisements sell for up to 400-thousand dollars a month. And here is the latest addition to Times Square's famous panorama of advertising. The billboard at the top of this building is now owned by Xinhua—the Chinese state-run media company often referred to as the mouthpiece of the Chinese Communist Party. The 40 by 60 foot LED screen is replacing an HSBC ad, which had been there for ten years. The president of Sherwood Outdoor, the company that manages the signs, told the New York Times that Xinhua plans to be there "In excess of six years." And it isn't just a sign, Xinhua also opened offices in the square last year. Not all New Yorkers saw Xinhua's screen as just another advertisement. Students for a Free Tibet gather under the new billboard to tell New Yorkers just how they feel. [Tenzin Dolkar, U.S.A. Grassroots Director, Free Tibet]: "We are here protesting China's largest censorship propaganda agency, the Xinhua news agency, and the fact that China has bought this space here in the most high profile advertisement location in all of America, just kind of clearly shows that China wants to present itself as an open, and democratic society, and it's just so far from the truth. And the fact that we're here is because we want to defend free speech in New York City and the values that the Americans cherish." Tourists passing by the protest share their views of what Times Square stands for. [José Medina Cepeda, Ecuadorian Tourist]: "It's a space of freedom where the youth can speak to the world, to New York, to the United States, to the world." Foreign visitors also share their views of the Chinese regime's sate-run media. [Anil Agrawal, Indian Businessman]: "There is a lot of censorship in China. People not are allowed to speak about Tibet and maybe even Taiwan and things like that and even many things within their own country. Yes, I know about it. And well I think it's not fair, as of today, that these things should be kept like that. It's a democratic world today and people should be allowed to say and live peacefully, freely." For Tenzin Dolkar the Xinhua sign strikes a personal chord. [Tenzin Dolkar, U.S.A.
